Nietzsche does discuss this in his book "Will to Power." He doesn't see most people becoming Ubermench (Supermen), which is what Thus Spake Zarathustra sought to bring about. In Will To Power, Nietzsche viewed the few possible Ubermemch who might come about in the future as being the ones who could rebuild a small and great society after the collapse of Western Civilization.

Also, if we don't create our own morality, where would it come from? As Nietzsche talked about in Geneaology of Morals, Thus Spoke Zarathustra, and Will to Power, the 20tj and 21st centuries will be highlighted in atheism. Religion gives us hope and meaning in life. Without religion, nihilism ensures.

Ergo, to avoid the impending nihilism, Nietzsche supported many solutions. One in particular was creating our own morality and values. By doing that, it can fill in the void that atheism caused, and we might free ourselves of nihilism.
